The ABMC daily production of ten thousand tons cement production line project is developed by Abu Dhabi ARKAN Building Materials Group and is an EPC turnkey project contracted by China National Building Materials International Overseas Business Development Company (formerly China Building Materials Equipment Co., Ltd.). The project was signed on March 19, 2006, with a contract amount of 276,313,000 US dollars. Construction commenced on September 16, 2007, equipment installation was completed in September 2009, and single-machine debugging was conducted using diesel generators provided by the owner in October 2009. Material feeding trials for crushing and pre-homogenization sub-items began in April 2011. Smooth ignition took place on November 7, 2012, and successful material production was achieved on November 12, 2012. Overseas companies organized a comprehensive safety production inspection of the ABMC project site, including three major workshops, two key department quality testing and control centers, central control rooms, total reduction, and electrical rooms in each workshop. This inspection strictly followed the instructions of CNBM Group and CNBM International on ‘Notification on Ensuring Safety Production during the Mid-Autumn Festival and National Day.’ It focused on inspecting various hazards, high-risk and confined space operation processes, ‘three violations’ phenomena and management measures, chemical safety management, fire facilities and firefighting equipment, electrical facilities, and environmental hygiene in living and camp areas.
Subsequently, a safety inspection summary meeting was held on-site. Chief Engineer Chen Baohua gave full recognition to the ABMC project for maintaining safety without major incidents in the seven years since its commencement and the issuance of PAC. Addressing eight issues discovered during this inspection, such as the lack of isolation facilities at the temporary work site for frequency converters, he demanded strict implementation of rectification in accordance with the spirit of CNBM Group and CNBM International documents and the ‘Five Fix’ principle (fix measures, fix funds, fix responsible persons, fix time, fix contingency plans). He emphasized that the purpose of inspections is not just for inspection’s sake but to strengthen personnel safety awareness, ‘red line’ awareness, and enhance the ‘three systems’ construction, ensuring personnel safety, equipment safety, and production safety. He encouraged everyone to go abroad happily and return home safely.
Finally, he requested each workshop and department to organize further inspections, rectify problems immediately upon discovery, implement rectification at all levels, ensure safety and stable production, and strive for the renewal of the operating contract upon its expiration. Deputy General Manager of the on-site department, Bu Jianjun, reported and introduced the construction status of overseas company projects and the execution of ABMC project construction contracts and production operation contracts to Ambassador Chang Hua. He highlighted the twists and turns of the ABMC project over nine years, enduring a long period of shutdown, but with strong support from the ambassador and counselors and the hard work of the company’s staff, the project has achieved tremendous success. It obtained PAC on February 27, 2014, and is currently negotiating FAC issuance and renewal of production and operation contracts. Throughout the process, both project construction and production operation have received full recognition and approval from the owner.
Chang Hua listened attentively to the on-site report, inquired in detail about the situation of Chinese engineering and technical personnel and workers, and, on behalf of the Party Committee of the Chinese Embassy in the UAE, expressed warm condolences to all Chinese management personnel and workers at the ABMC project site. He fully affirmed the positive role played by the overseas company’s ABMC project in promoting economic and trade relations between China and the UAE.
