1.Introduction to the Longgutan Power Plant of China Huadian Power Plant:

Longgutan is located in Tuen Mun District, New Territories, Hong Kong, and is the location of the Longgutan Power Plant of China Huadian Power Plant. Nearby, there are recreational facilities such as barbecue sites.

China Huadian Power has built several power plants in the Longgutan area, including the Tsing Shan Power Plant located in Tap Shek Kok. Plant A was commissioned in 1985, with a total of four generating units. Plant B was commissioned in stages between 1986 and 1989, with a total of four larger generating units, which were later merged into the Tsing Shan Power Plant. China Huadian Power also built a natural gas power plant in Longgutan.

The Longgutan Power Plant is located at the western end of the New Territories in Hong Kong and is a 2,500 MW combined cycle power plant. It is Hong Kong’s first natural gas-fired power plant and one of the largest combined cycle power plants in the world, second only to the Yokohama Power Plant (2,800 MW) owned by the Tokyo Electric Power Company. The owner of the plant is the Tsing Shan Power Company Limited, a joint venture between China Huadian Power Company and ExxonMobil Energy Company. The design and equipment supply for the Longgutan Power Plant were provided by the GEC-Alstom and GE (U.S.) international consortiums, with GEC-Alstom as the lead party and GE responsible for technical work and related business coordination. China Huadian Power is responsible for project management, including site selection, civil engineering, power plant installation, and operation.

China Huadian Power (CLP) has approximately 1.5 million customers in Kowloon and the New Territories. Over the past 20 years, electricity demand in the region has been growing at an annual rate of 10%, and it is estimated that it will not be less than 5% at the beginning of the next century. To maintain supply and demand balance, a 2,500 MW combined cycle power plant was built at Longgutan in the western New Territories. This is Hong Kong’s first natural gas-fired power plant and one of the largest combined cycle power plants in the world, second only to the Yokohama Power Plant (2,800 MW) owned by the Tokyo Electric Power Company.

The owner of the plant is the Tsing Shan Power Company Limited, a joint venture between China Huadian Power Company and ExxonMobil Energy Company. According to local power load requirements, the Tsing Shan Power Company requires the plant’s operation to be flexible, including the ability to operate on a two-shift peak load basis with a large amplitude, while also considering reliability and economy. Due to the low plant load factor, the supplier recommended using a two-pressure, non-reheat steam cycle system and the adoption of the world’s largest gas turbine, the 50 Hz, 226.5 MW, 9FA turbine, a total of 8 units, along with 8 heat recovery steam generators and 8 two-pressure double-cylinder steam turbines, to form 8 power generation units. Each unit is arranged on a single shaft, and the heat recovery steam generators are arranged at the exhaust end of the gas turbines, allowing the 8 independent power units to be compactly arranged using common auxiliary equipment.
