1.BMW Tiexi Factory Project Introduction:

Project Name: Phase III Expansion Project of BMW Brilliance Automotive Ltd. Tiexi Factory.

Location: Shenyang Economic and Technological Development Zone, Shenyang City, Liaoning Province.

Construction Unit: BMW Brilliance Automotive Ltd.

Overview of Construction Project: Within the original land boundaries of Phases I and II, expansion of stamping, welding, painting, assembly, engine, and logistics workshops. Other workshops mainly rely on Phases I and II projects. The annual production capacity of small passenger cars increased to 200,000 units, expanding the overall plant production capacity to 400,000 units per year. The engine production workshop continues to lease the existing plant of Zhongtian International Logistics Group Shenyang Co., Ltd., with the corresponding increase in engine production capacity to 400,000 units per year. The total investment in the project is 8.8 billion yuan, with environmental protection investment of 70.3 million yuan, accounting for 0.80% of the total investment.

BMW Brilliance Tiexi Factory is located in Shenyang Economic and Technological Development Zone, covering an area of 2.07 square kilometers. It is the production site for domestic BMW X1 and 3 Series. The factory is the 25th plant globally for the BMW Group and the newest one. The total investment in the Tiexi Factory is as high as 1.5 billion euros, and it operates through unified planning and phased construction. The design production capacity of Phase I is 100,000 units per year, reaching 200,000 units by the end of 2013. According to world-class factory planning, the factory will have complete four major processes of automobile manufacturing: stamping, welding, painting, and assembly. Due to time constraints, this visit focuses on the body shop, assembly shop, and parts supply center. Additionally, we will also visit the BMW engine factory located 11 kilometers away. Without further ado, let’s get into the details.

Emissions:Welding smoke is processed by dedicated collection and purification devices.Paint room and clear paint room fumes, as well as organic waste gases, are treated through a lime powder dry filtration system and KPR activated carbon rotary system, and then released through a 40-meter high exhaust stack.Weld seam sealant drying oven exhaust is burned directly by natural gas.Electrocoating, spray drying exhaust, paint, and clear paint drying exhaust are released after treatment through direct combustion.Exhaust from the touch-up paint station is filtered through cotton to adsorb paint mist before being discharged through the plant’s exhaust vents.

Wastewater:The wastewater treatment station in the paint shop uses coagulation-air flotation and sand filtration for secondary physical and chemical treatment.Wastewater from the workshop containing nickel (Class I pollutant) has its phosphates, total nickel, total zinc, and fluoride removed through coagulation and precipitation to meet the “Discharge Standard for Comprehensive Wastewater” (GB8978-1996) Table 1, “Maximum Discharge Concentration of Class I Pollutants” requirements.Domestic wastewater and paint shop wastewater enter the comprehensive wastewater treatment station, and the discharged water quality meets the requirements of “Comprehensive Discharge Standard for Wastewater in Liaoning Province” (DB21/1627-2008) Table 2. It further undergoes treatment at Shenyang West City Sewage Treatment Plant before being discharged into Xihu River. Wastewater from the engine workshop enters the West City Sewage Treatment Plant for treatment.

Solid Waste:Stamping scrap and waste packaging materials are comprehensively utilized for export.Hazardous waste is collected and disposed of by units with hazardous waste treatment qualifications.

Noise:Low-noise equipment is used, and vibration and noise reduction measures are implemented. The predicted results of noise at the site boundary and workshop boundaries meet the requirements of noise emission standards.

Groundwater:The plant adopts zoned impermeability measures, with key prevention and control measures taken in areas such as the oil depot, wastewater treatment station, paint shop, chemical storage, hazardous waste temporary storage, and accident pool.

Approved by the General Office of the People’s Government of Shenyang for the “Notice on Issuing the Plan for the Continuous and Stable Compliance of Xihu River in Shenyang.”

Approved by the Shenyang Development and Reform Commission for the “Reply on the Proposal for the Expansion Project of Shenyang West Sewage Treatment Plant.”

BMW Tiexi Factory Project Highlights in Energy Conservation and Environmental Protection:

Once completed, the under-construction stamping workshop will become one of the world’s most modern stamping production lines. Each stamping operation will save 60% in electricity, resulting in a comprehensive energy saving of 44%. This design allows for a 2/3 reduction in storage space and corresponding energy usage, accompanied by a 12-decibel reduction in noise, equivalent to a 1.2 times reduction in noise. The stamping workshop adopts natural ventilation and waste heat recovery technology, providing an annual electricity savings of approximately 570 million kWh.

The in-progress paint shop is designed to be the world’s lowest energy-consuming production line. It can reduce water usage by 60%, achieve a 65% energy saving, and cut emissions by 70%, making it the most environmentally friendly paint production line in the Chinese automotive industry and globally. The new factory’s body shop boasts an automation rate of 93% to 95%, leading the world and achieving a comprehensive energy saving of 14% to 25%.

Dr. Norbert Reithofer, Chairman of the BMW Group, stated, “Together with our partners, we have increased the investment by 500 million euros, bringing the total investment in the Tiexi Factory to 1.5 billion euros. This will enable BMW Brilliance to expand its total production capacity to 400,000 vehicles per year in line with future market development. China is already one of our three most important markets globally, and the high-end car market in China is showing tremendous growth potential.
