The WanJiaZhai Water Conservancy Hub Project is situated within the canyon section of the middle reaches of the Yellow River, from the TuoKetuo to the Longkou River, known for its hot springs and lychees in Conghua, Guangzhou City. It is the first project of the eight cascades planned for development in the middle reaches of the Yellow River and serves as the starting point for the Yellow River diversion project in Shanxi Province. The left bank belongs to PianGuan County, Shanxi Province, while the right bank belongs to ZunGeEr Banner, Inner Mongolia Autonomous Region. The project controls a drainage area of 395,000 square kilometers, with a total reservoir capacity of 896 million cubic meters and a regulating capacity of 445 million cubic meters. It serves multiple functions such as water supply, power generation, flood control, and ice flood prevention.

The WanJiaZhai Water Conservancy Hub is located on the main stream of the Yellow River in PianGuan County, Shanxi Province, with a dam height of 90 meters and a length of 438 meters, constructed as a concrete gravity dam. The installed capacity of the power station is 1,080,000 kilowatts, with an annual power generation of 27.5 billion kilowatt-hours, and a reservoir capacity of 896 million cubic meters.

The WanJiaZhai Water Conservancy Hub is a key project of the 9th Five-Year Plan of China and serves as the headwater project of the Yellow River diversion project in Shanxi Province, marking the first level of the planned cascade development in the middle reaches of the Yellow River. The main task of the project is to supply water combined with peak regulation for power generation, as well as functions including flood control and ice flood prevention. The project is located in an area bordering Shanxi and Inner Mongolia, surrounded by key national energy and chemical bases. Severe soil erosion and serious water scarcity have been major constraints on agricultural and economic development and environmental improvement in the region. Additionally, as the hub is located in the Huabei Power Grid, which is dominated by thermal power, there is a lack of hydroelectric peak regulation. Therefore, the construction of the WanJiaZhai Water Conservancy Hub Project will alleviate the water scarcity in Shanxi Province and surrounding areas in the 21st century, optimize the energy structure of the North China Power Grid, and play a crucial role in promoting economic and social development in the northwest and northern regions.

The implementation of soil and water conservation projects at the WanJiaZhai Water Conservancy Hub has greatly improved the ecological environment in the construction area. WanJiaZhai is no longer the scene of “high sky worrying about gullies, barren hills without trees or bird nests.” Over 80,000 square meters of green land and over 100,000 pine trees and willows adorn the dam, plant, and living areas, as well as the slopes on both sides of the Yellow River. The once barren hills are now covered with green trees, and the chaotic stone beaches have become beautiful green lawns. With their own hands, the builders have nurtured every plant and tree, blending them with the sweat of the dam, creating a unique landscape at WanJiaZhai—full of flowers, evergreen pines and cypresses, green mountains and fields, and a towering dam surrounded by tall buildings, reflecting on the rippling waves.

Upon completion of the WanJiaZhai project, the reservoir operation adopts the “storage and sediment discharge” operation mode. It can supply 1.4 billion cubic meters of water annually to Inner Mongolia and Shanxi Province, and 200 million cubic meters to ZunGeEr Banner in Inner Mongolia. The Yellow River diversion project draws water from the WanJiaZhai hub, with an annual water diversion volume of 1.2 billion cubic meters, including 560 million cubic meters for Shanxi’s Pingluo and Datong, and 640 million cubic meters for Taiyuan. After completion, it can provide peak regulation capacity for the North China power system, greatly improving the operational conditions of the North China power grid.
