1.Introduction to the Lianyungang Tianwan Nuclear Power Desalination Plant Sewage Station Renovation Project:

The Tianwan Nuclear Power Station is located in the Lianyungang area of Jiangsu Province. It stands as a landmark project for deepening political mutual trust, economic trade development, and enhancing international strategic cooperation between China and Russia, jointly promoting nuclear energy cooperation. On October 20, 1999, construction began on Unit 1 of the Tianwan Nuclear Power Station using the Russian VVER-1000 technology. On December 22, 2018, Unit 4 was put into commercial operation, marking the completion of the first and second phases of the Tianwan Nuclear Power Station. This achievement was praised by President Xi Jinping as an “exemplary project of Sino-Russian nuclear energy cooperation”. On June 8, 2018, witnessed by the heads of state of China and Russia, the two countries signed government protocols and framework contracts for cooperation in constructing Units 7 and 8 of the Tianwan Nuclear Power Station. On May 19, 2021, President Xi Jinping and Russian President Putin jointly witnessed the groundbreaking ceremony for the new nuclear energy cooperation project via video link from Beijing. The Jiangsu Tianwan Nuclear Power Station represents a high-tech cooperation between China and Russia in the nuclear energy field under the guidelines of deepening political mutual trust, developing economic trade, and strengthening strategic cooperation between the two countries. It is the largest technical and economic cooperation project between the two countries to date and one of the key nuclear power construction projects under China’s Ninth Five-Year Plan.

The AES-91 type nuclear power units adopted by the Tianwan Nuclear Power Station are based on the design, construction, and operational experience of VVER-1000/V320 type units, incorporating improvements according to current international nuclear safety regulations and employing advanced technologies. The key technical features include a double-layer safety shell for the reactor building, a novel U-shaped 50-beam cable tensioning system for the pre-stressed concrete containment, a safety system consisting of completely independent and physically isolated four-channel (N+3) systems, core meltdown catchers and cooling systems to mitigate severe accident consequences, the use of integrated uranium-gadolinium full-zirconium advanced fuel assemblies, and a fully digitalized instrumentation and control system. The probabilistic safety assessment of the Tianwan Nuclear Power Station indicates that the probability of severe core damage or meltdown accidents is less than 3.3×10-6/reactor-year (compared to the general 10-4/reactor-year for nuclear power plants worldwide), and the probability of severe radioactive leakage accidents is no more than 6.4×10-8/reactor-year (compared to the general 10-5/reactor-year). The safety, reliability, and economic competitiveness of the Tianwan Nuclear Power Station are consistent with the goals of advanced pressurized water reactor development in the West and meet the requirements of international third-generation nuclear power plants in certain aspects.

According to the agreements and general contracts between the governments of China and Russia, the Russian side is responsible for the overall technical responsibilities of the Tianwan Nuclear Power Station and the design, supply of complete equipment, and commissioning of the nuclear and conventional islands. The Chinese side is responsible for project construction management, civil construction, third-party procurement of internal equipment within the perimeter wall, auxiliary engineering of the power station, and most of the installation engineering. The transmission and transformation line projects and peak shaving facilities supporting the nuclear power station are constructed by the Jiangsu Provincial Power System. The Tianwan Nuclear Power Station boasts unique geographical, geological, and hydrological advantages and can accommodate 8 million-kilowatt-class units, with a total installed capacity of 80-100 million kilowatts and an annual power generation of 60-70 billion kilowatt-hours, contributing over 25 billion yuan in output value. Once fully completed, the Tianwan Nuclear Power Station will become another large-scale nuclear energy base in the country, promoting the rapid, high-quality, and safe development of China’s nuclear power industry in accordance with the strategic goals of the China National Nuclear Corporation and making significant contributions to the economic take-off and sustainable development of Jiangsu Province and even the entire East China region.

Jiangsu Nuclear Power Co., Ltd. is implementing the national nuclear power development plan and, in line with the company’s strategic development goals and the development plans of Jiangsu Province and Lianyungang City, is comprehensively carrying out preliminary preparations and project planning for the expansion project (Units 3-8) of the Tianwan Nuclear Power Station while ensuring the safe and reliable operation of the two units in the first phase.
