1. Introduction to the Leshan Salt & Phosphate Chemical Circular Industry 300,000 Tons/Year Ion Membrane Caustic Soda Expansion and Technological Transformation Project:

The Sichuan Leshan Salt & Phosphate Chemical Circular Industry’s 300,000 tons/year ion membrane caustic soda expansion and technological transformation project is planned to be implemented within the Fuhua Agrochemical Park in the Yongxiang Industrial Cluster of the Leshan (Wutongqiao) Salt & Phosphate Chemical Circular Industry Park. The main construction contents include: primary and secondary refining of brine, electrolysis (supporting the construction of 16 sets of natural circulation zero-gap bipolar ion membrane electrolyzers, a new nickel-containing wastewater treatment system, brine tanks, caustic soda storage tanks, sulfuric acid storage tanks, liquid chlorine storage tanks, etc.), caustic soda concentration/solid flake caustic soda production, chlor-alkali, chlorine liquefaction and vaporization, high-purity hydrochloric acid synthesis, sodium hypochlorite synthesis, and auxiliary facilities for office and public works. The steam required for the project will rely on three 280 t/h coal-fired boilers under construction by Fuhua Tongda. The brine transportation and fresh salt water transportation pipeline projects will be separately planned and subjected to environmental impact assessment. Upon completion of the project, it will have an annual production capacity of 35,000 tons of 50% caustic soda, 43,000 tons of 32% caustic soda, 200,000 tons of flake caustic soda, 166,000 tons of liquid chlorine (including 110,200 tons for methane chloride and perchloroethylene production, 44,300 tons for glycine production, and 11,500 tons for external sales), 325,000 tons of high-purity hydrochloric acid (including 40,000 tons reused in caustic soda production and 285,000 tons for external sales), 11,200 tons of 75% dilute sulfuric acid, 20,000 tons of sodium hypochlorite (for the 240,000 tons glyphosate production unit), and 7,500 tons of mirabilite (for external sales). The total investment for the project is 1.29 billion RMB, including 28.95 million RMB for environmental protection. The project has been approved by the Leshan City Economic and Information Technology Commission. The project occupies 84.5 acres, and the Wutongqiao District Housing and Urban-Rural Development Bureau has approved the site selection. The Leshan Water Resources Bureau has approved the soil and water conservation plan report (Leshui Approval [2015] No. 27). The project site selection complies with the park’s planning and environmental assessment review requirements. By strictly following the construction nature, scale, process, location, and proposed environmental protection measures listed in the report, the adverse environmental impacts can be mitigated and controlled.

The project report predicts that after the project’s implementation, the annual emissions of the main pollutants SO2, NOx, COD, and NH3-N will be 0.72 tons, 21.2 tons, 3.9 tons, and 0.59 tons, respectively. The report has been calculated and reviewed according to the “Interim Measures for the Calculation and Management of Major Pollutant Emission Quotas for Construction Projects” and reviewed by the Leshan Environmental Protection Bureau (Leshihuan [2016] No. 17). The annual emissions of the main pollutants SO2, NOx, COD, and NH3-N should be controlled within 23.6 tons, 24.8 tons, 3.9 tons, and 0.59 tons, respectively. The annual emissions of characteristic pollutants smoke (dust), hydrogen chloride, and chlorine should be controlled within 1.28 tons, 1.296 tons, and 0.227 tons, respectively. After the project’s implementation, the annual emissions of the main pollutants from the entire plant of Fuhua Company will be 1,677.2 tons of SO2, 929.6 tons of NOx, 216.36 tons of VOCs, 93.44 tons of COD, 11.43 tons of NH3-N, and 0.445 tons of total phosphorus. Of these, the increased annual emissions of SO2, NOx, COD, and NH3-N are 23.6 tons, 24.8 tons, 3.9 tons, and 0.59 tons, respectively. The increased amounts of COD and NH3-N will come from the anticipated reductions from the Guan Yin Town sewage treatment plant in 2016, and the increased SO2 and NOx will be adjusted from the emission reductions of the Guoyuan Energy Company and Guangsheng Coking Company in Leshan City in 2015. The construction of the project must strictly adhere to the “three simultaneous” system for environmental protection facilities and the main project (simultaneous design, simultaneous construction, and simultaneous operation).
