Chengdu Sanwayao Wastewater Treatment Plant is located on the banks of the Fu River in the southern suburbs of Chengdu, designed by the Southwest Municipal Engineering Design and Research Institute of China. The terrain of Chengdu city is higher in the northwest and lower in the southeast, divided into 5 drainage areas in the plan. The sewage from the second drainage area is collected in the Sanwayao Wastewater Treatment Plant through a reinforced concrete main pipe with a diameter of DN 2200 mm, covering an area of approximately 5800 hectares. The first-phase project of the sewage treatment plant has a designed capacity of 100,000 cubic meters per day, with a long-term capacity of 400,000 cubic meters per day, a total variation coefficient of 1.3, and 70% of domestic sewage and 30% of industrial sewage. The design of the first-phase project considers both near and long-term needs.

The first-phase project of the Sanwayao Wastewater Treatment Plant completed the conceptual design in May 1986, followed by the preliminary design in September of the same year. The construction drawing design was completed in early 1990, breaking ground at the end of 1989, and completed and put into operation in 1991. The total investment in the project was 81.8932 million yuan, of which 31.7554 million yuan was allocated to the sewage treatment system and 17.7311 million yuan to the sludge disposal system (based on the 1990 quota). The plant covers an area of 153 acres.
