Wang Jun, Deputy Director of the Administrative Committee of the Western Xian Development Zone, believes that the development of the information industry in the Western Xian Development Zone is not just about planning and building an information industry park, but a major transformation of the entire city around information construction. The 18th National Congress of the Communist Party of China clearly proposed the development path of “industrialization, informatization, urbanization, and agricultural modernization.” Among them, urbanization plays a driving and comprehensive role, and informatization not only supports urbanization but also provides a platform for it, driving the development of related industries. The development of the information industry in the Western Xian Development Zone is not only a requirement of informatization but also a necessity of urbanization. The combination of urbanization and informatization will further drive industrialization and agricultural modernization, which is the main theme of the “new four modernizations,” and the Western Xian Development Zone is to sing this main theme.
It is estimated that after the project is completed, it will achieve an annual output value of 1.5 billion yuan, an annual tax contribution of 50 million yuan, and drive employment of about 20,000 people. The first phase of the investment is about 1 billion yuan, mainly to build high-specification data exchange centers and call centers, with a construction area of about 70,000 square meters. Wang Jun emphasized that relying on Shaanxi’s geographical location and talent advantages, taking big data as a breakthrough, relying on first-tier cities in China, building information service platforms, optimizing resource allocation, and driving the comprehensive development of the information industry in the Western Xian Development Zone.
On April 16, 2015, the signing ceremony and opening ceremony of the first batch of customers settled in China Telecom (Shaanxi) Cloud Computing Base was held in Fengxi New City, Western Xian Development Zone. This marks the operation of the largest, most technologically advanced, and strongest telecom-level service base in the northwest region.
China Telecom has the most advanced and largest broadband interconnection network CHINAET in the world, with a backbone bandwidth of 37T and international exports of 2200Gbps. Shaanxi is one of the core nodes of CHINAET, and the basic business of Shaanxi Telecom’s cloud computing has always been at the forefront in China. In 2014, the IDC business revenue was 310 million yuan, and the call center business revenue was 35 million yuan. The China Telecom Cloud Computing (Shaanxi) Base will further play the advantages of Shaanxi Telecom in IDC data centers, call centers, and cloud computing big data centers through integrated operation and maintenance, specialization, and intensification, and help the “National Cloud Computing Service Innovation and Development Demonstration Pilot” in Fengxi New City, Western Xian Development Zone, to develop rapidly. The China Telecom Cloud Computing (Shaanxi) Base is a key construction project of the provincial government and China Telecom Group in 2013. The base covers an area of 401,500 square meters and will be completed in four phases, all in accordance with the requirements of China Telecom Group’s double-A five-star data center. The first phase of the project includes two IDC buildings and one comprehensive building, meeting the business requirements of 500G export bandwidth and 4,500 racks, making it the largest data center in the western region.
